C++工具库，libutil++ 1.3.4 发布

libutil++提供一些常用的C++工具类，比如： IP Address (v4/v6), Socket, 命令行Command Line, 压缩Compression, 加密Encryption, 日志Logging, 字符串String, 时间Time, Interface, 和 Task classes。

发布说明: This release improves SWIG PERL compatibility by adding ifdef around Variant's Null constructor. The log's debug macros with NDEBUG defined now substitute with false.
