Fix minor regression introduced in #940 caused it to not actually fix #924
Correct to actually fix #924.
I am currently working on a pull request for this.

 a previous incarnation of this arrangement worked by accident, a correction
 caused a regression. Execute exception block purposefully this time and
 add a bunch of comments to explain the flow.
