Implement token manager for docker registry

Implement the following:

• A component that fetches JSON web authorization token from a given registry.
• Caches the token keyed on registry, service and scope
• Validates the cache for expiry date

Nice to have:

• Cache gets pruned as tokens are aged beyond expiration time.
