Remove remnants of LIBPROCESS_STATISTICS_WINDOW

As seen in MESOS-1283, LIBPROCESS_STATISTICS_WINDOW is no longer needed since metrics now require specification of a window size, and default to no history if not provided.

Some commented-out code remnants associated with this environment variable still remain and should be removed.
