Missing trailing slash in ROOT_URL (custom/conf/app.ini) causes problems.
For example, password reset emails have broken URL

example.comuser/...

instead of

example.com/user/...

This behaviour is found at the current HEAD of dev (21a1b8e) and older.

I didn't find any notes in the docs (or the conf file itself) about the required slash.
