Can anyone post the quote from the game for the Bureaucracy civic?

I'm at work and was wondering, not that there's any correlation between my place of work and that quote....at all, honest.

It goes like this.

Ian Parberry said it first.

We learned about him in my Computer Studies class on our section about Algorithms. That quote was in one of his books. I can not remember which one however.
